- Ullrich, who completed the study with the help of visiting scholars Lucy Gallo and Jennifer Stanton, said that if the boulevard was not expanded, that much of the sales tax revenues would be lost to North Carolina, particularly to southern Mecklenburg County, the Ballantyne area and fast-growing southwestern Union County, N.C.
