Abstract
This paper offers a critical examination of the Clinton Administration's 1996 welfare reforms (the PRWORA), examining both the origins and the lasting impact that these policies have had on those experiencing poverty-- particularly unmarried women of color. It necessarily places the PRWORA within the context of a broader political movement centered around symbolism of "the welfare queen" and deconstructs the mythologies that this movement has propagated.
