Livestock estrays that come to the attention of the board are generally listed. Tavern licenses are reported when new licenses were issued or new license rates were established by the board. Also included are names of the road commissioners, names of whites and freedmen who performed or defaulted on road duty, and names of those applying for licenses to retail liquor or peddle or hawk.”
