This is a published speech that Hon. Martin Witherspoon Gary (1831-1881), senator from Edgefield County, delivered to the state Senate titled, Speech Of Honorable M.W. Gary On The Public Debt Of The State Of South Carolina. It deals with several issues regarding South Carolina’s debt: how much it was, how it should be paid, and the ability of the state and its citizens to pay it. Martin Witherspoon Gary was a Confederate Brigadier General during the American Civil War and an attorney and politician from South Carolina. He served in the State Senate from 1876-1881 and aided Wade Hampton III in his campaign to become South Carolina Governor in 1876.
