Richard Wilson Riley was an American politician of the Democratic Party and former United States Secretary of Education under President Bill Clinton (1993-2001). He served in the South Carolina House of Representatives (1963-1966), South Carolina Senate (1967-977), and as Governor of South Carolina (1978-1987). The Governor Richard Riley Inaugural Program was the official program from the 1983 inauguration ceremony of Governor Richard “Dick” Wilson Riley to his second term as governor of the state of South Carolina.
